Hi. lowly 1500 +/- but in my last tourney when I beat 1800's and 1900's even 2000's i only gain 5 to9 points! This doesnt seem right to me. Beating a player 400 points higher should be the same rating risk?? Please adjust my ELO accordingly. LOL. No seriously is this right and fair? Much obliged. SriAurobindo.

In your last tournament, I see you had 3 wins against 1900s. In all you gained *at least* 10 rating points.
I don't see any wins against 1800s or 2000s.
In one game against an 1800 you only gained 4 points, but that was because it was a draw.
So I don't see any problem regarding the points you received. If there are indeed games which match your description, please share links to them.
The other side of the coin is that when you lose to a much higher rated opponent, you lose very few rating points. So if you win a couple, then you can end up ahead even if you lose a lot more.
