Puzzle Racer is for 5 players. I'm talking hundreds of players playing for 2-3 hours

That is a good idea. But the top 100 cup is not so shiny. So the top 200 cup will be less shiny and people wouldn't like it.

Question 2 looks like tyranny >.<
How would an independent arbiter decide what is silly or what is not? (Maybe if some test were provided to allow the players what rules they must meet and if they don't meet said rules then they get banned from posting in the forum then fine...) But what might seem silly to you is not for someone else, for example...

Taiwan is not a country! Taiwan belongs to The Great China!
I think that the "Rating Deviation" system is unfair: The classical players with long reflection times can only play one game per day or less, therefore their rating deviation will remain high. The classical player using minimum reflection time (25 minutes) can play more games and can keep his (her) rating deviation lower. I propose to proportionate the rating deviation to the time spent in play rather than to the number of games.
Thank you
Thank you

It's not up to an independent arbiter in my suggestion. I'm saying give us that read and write in the forum the option to block a persons post so we ourselves don't se that persons posts, I'm not saying to block whomever for everyone else.
For example, if I think you, the person behind the nick: PrinceDetrius, mostly posts stupid shit that I am not interested in reading, I could then block you, and never see what you post again. get it?
We would have the option to weed out the "problematic" posters ourselves, but other people that think PrinceDetrius has the best posts would get to read it.
