How do we punish BOTS for "letting time run out"? It wasted my time.

I played this game: lichess.org/TKExrfoX/black#14 and as you can see, the bot stalled after just 7 moves. If a human did that it would get "letting time run out" warning, eventual temporal or permanent ban. If bots don't get punished, how do we filter out the bad ones? This bot should be punished.
