why do people stop playing when they reach their highest rating ever

Why do people sit on their rating and no longer play, for example Bullet. The person I mean will feel addressed, but it's meant in fun. My question is serious nonetheless, arent you just getting worse in this time format ?
A rating starts low and increases to a peak and then some stop to look for new challenges. A player does not get worse with experience. There is a limit to polishing a window or mirror and it goes the same to bettering out chess games.

As you aged, you may have noticed, you played with thing you don't now. That's basically the answer to your question. @Clownpuncher7

but how do you know that you reached your limit? you have your best rating and maybe you can increase it.
Maybe I phrased it wrong, they continue to play this format, only unrated
I'm okay with others doing what you question. It's their peak rating and it's good for a while, until it gets a question mark. Then it becomes less valuable and probably when paired with a player, the gain in rating will be different because it turned into a provisional rating. So how does that affect your rating when you play against these types of players?
They are just feared of losing the precious rating. There are less greats who dare to play despite reaching peak rating. Mikhail Tal is one of them.

thats what i may thought is the reason, i personally also stop when reaching a specific rating but to get my others there also
